The state of Colorado requires new residents to obtain a Colorado Drivers License within 90 days after starting work or 30 days after establishing residency. Colorado adult licenses (21 and older) are valid for four years, provisional licenses (18-21) are valid for three years and beginner's licenses (16-18) are valid for two years. Colorado Springs Vehicle Plate Registration You must license all vehicles in Colorado within 90 days of moving or 45 days after establishing residency. The license and owner's tax fee is based on the vehicle age and value. Proof of any auto emissions test is required before a license is issued. You must test your vehicle at a designated test station. If your vehicle does not perform correctly at 6,000 feet without adjustment, you may expect an additional fee over the normal $15 test fee. The value is the price of the vehicle at the time you purchased it. As an example, if you have a 1 year old family car costing $21,000 and a 2 year old sports utility vehicle costing $25,000, your license tax would be $816 plus the regular license fees.
